Abstract

The research was carried out to analyse bank supervision and regulation as a result of technological changes in the Zimbabwe payment system post dollarization. The research sought to get insight of the regulatory response to the technological changes in the payment system. The main issue evolving around the emergency of Mobile Network Operators (MNO) in the payment system. Literature on the concepts of payment systems methods, technological changes in the system, rationale for regulating and supervising the payment system and the risks and oversight issues on the technological changes was reviewed. To achieve set objectives, an exploratory research design was used to explore and analyse the regulations response to technological changes in the payment system. Primary and secondary data were the sources of data for this research. Primary data was collected from NPS analyst, bank examiners, bank compliance personnel, MNOs legal personnel and POTRAZ officials. Questionnaires and interviews were used to gather primary data and secondary data sources included Acts, monetary policy statements and RBZ annual reports. Research results revealed that MNOs are increasingly becoming more popular than banks in the payment system therefore there is need to regulate them. The regulation and supervision of MNOs is under RBZ and POTRAZ were RBZ approve their operations in the payment system and the supervision remains with POTRAZ. The research also revealed that the current regulatory frameworks (NPS Act, Banking Act and Exchange Control Act) do not include the developments in the payment system and this calls for regulations review. In addition there is no a legal framework that guide the MNOs and govern their operations. What RBZ do as the regulator is to attend to issues that require immediate attention even without a legal framework for mobile payments or mobile money services in place. Respondents postulated that the regulations must be reviewed frequently so as to cater for the developments in the payment system and the regulators must come up with a piece of legislation that govern the financial services offered by MNOs. Recommendations and suggestions for further studies were made based on the research findings at the end of the research.
