Abstract

This study sought to investigate the factors that hinder quality teaching service delivery in Public Secondary Schools in Naivasha district in its endeavor to produce a holistic output (students) at form four levels. The specific objectives of the study were as follows: To establish the effect of Quality Management Systems on quality teaching service in Public Secondary Schools in Naivasha District, to find out how Training of staff affect the quality teaching service in Public Secondary Schools in Naivasha District, to determine the extent to which Culture influence quality teaching service in Public Secondary Schools in Naivasha District, and to examine the extent to which Customer Orientation influence quality teaching service in Public Secondary Schools in Naivasha District. The study utilized descriptive research design in an attempt to unravel the reasons behind the current nature of teaching service in Public Secondary Schools in Naivasha District. This research design was used because variables, values, events and situations were to be described as they existed in their current status. The target population consisted of nineteen Principals and forty-five teachers in Public Secondary Schools in Naivasha District under the Teacher Service Commission (TSC). The data was obtained from primary sources and secondary sources. To obtain primary data, questionnaires were administered to the respondents. Books, journals, education act and sessional papers were used to provide secondary data. The data collected was analyzed using factor analysis and descriptive statistical analysis; particularly the measures of central tendency (mean, mode and median). Quantitative techniques, tables, diagrams and graphs were used to make conclusions. The study findings revealed that; Quality Management System had a positive relationship with quality teaching service: If Quality Management System is improved, then the quality teaching service would improve significantly. Those schools that had a well-developed Quality Management system had the highest number of students getting C+ and above in K.C.S.E.On Training and Empowerment, the study found that regular training of teachers would help in improving the quality of teaching service and consequently the quality of output of the school system. Also customers' orientation was found to play a significant role in the provision of quality teaching service. However, quality culture was found not to influence quality teaching service positively. The study recommended that; more Training and Empowerment programs besides the courses taken at the university level by teachers should be conducted by management of schools; Quality Management System should be instituted and improved continually and Customer care programs should be put in place as they positively influence the quality of teaching service and in the long run influence the quality of output by the school system.
