Service delivery by local authorities and how these factors have contributed to the state of affairs. It aimed to finally make recommendations and provide solutions for future action. The study was exploratory and descriptive. It targeted the employees of the two county councils and drew a sample of 32 respondents using stratified random sampling. Data was collected through the use of questionnaires and it was analyzed with the use of SPSS and presented in tables, charts and graphs.
