Abstract

The research provides analysis of three governmental institutions (Ministry of Agriculture and Rural Development, Institute of Biodiversity Conservation and Environmental Protection Authority), which have role in conserving the forest coffee in the montane rainforests of southwest Ethiopia. In addition, three European Union funded in-situ forest coffee conservation projects are analyzed. The forest conservation sites are found in two regions of the country: Geba-Dogi forest in Oromia Region and Boginda-Yeba and Kontir-Berhan forests in Southern Nations, Nationalities and Peoples Region. The objective of the research is to assess the selected institutions capacity which are involved in the conservation and use of the forest coffee resources of the country. The research utilized structured questionnaire, discussions and review of secondary documents. Information is analyzed both qualitatively and quantitatively. In the later case, simple statistical analysis is used to come up with percentages, averages and tables. The three institutions and the three projects capacity was assessed in terms of human resource, financial resource and infrastructure facilities. In addition, planning, budgeting and monitoring and evaluation capacities are reviewed. The linkages between the governmental institutions at all levels of institutional set up (federal, regional, zonal and woreda levels) and the linkages between the governmental institutions and the three forest coffee conservation projects are presented. The challenges, successes and prospects of the institutions and the projects are discussed. The results show that the institutions especially at lower levels are poorly capacitated in terms of qualified human resource and infrastructure facilities. The same is also true for the conservation projects. The utilization capacity of available funds is very low especially regarding funds solicited from external sources. The linkages between institutions are found weak and loose especially between institutions without accountability line between them. The research also revealed that the linkages between the institutions and the projects are very loose and not properly established. It is also found that in all the institutions integrated planning, monitoring and evaluation activities are not practiced. Finally, relevant recommendations are forwarded.
