Abstract

It is well known that housing is one of the major problems confronting the city of Addis Ababa. However, research on the subject is far from adequate .The principal objective of this study was, therefore, to investigate the conditions of rental accommodations under the management of “Kebeles” and to examine the interdependence between the demographic and socio-economic characteristics of the occupants and the housing qualities measured in terms of respective housing characteristics. In order to achieve the stated objective, a questionnaire survey covered a total of 200 “Kebele” managed rental accommodations (tenant households) was conducted on two purposely selected Woredas, namely Woreda Five and Woreda Twenty-Six of Addis Ababa. The study population was selected from each Woreda by using multi-stage random sampling techniques. Secondary data have also been used in different sections of the paper. Percentage distributions, cross tabulations, the chi-square test statistics and simple correlation coefficient have been used to analyze the data. The results of the study, in general, showed that, the Kebele managed rental accommodations are quite in “poor” condition when measured in terms of physical structure, access to services and amenities and level of occupancy. The findings on spatial variations showed that the problem is more pronounced in Woreda Twenty-Six than in Woreda Five in all respective characteristics except for overcrowding. Low living standards of the occupants added to the haphazard management practices of the “Kebeles” were appeared to be the most important factors that underlie the problem. In fact the findings of the study revealed that there was a significant association (relationship) between the condition of the renteal accommodations on the one hand and the demo-graphic and socio-economic features of the tenants on the other hand except for educational and employment status of the household heads. As such, there were more tendencies by the male-headed households to improve the habitability of their rented dwelling units than their female-headed counterparts. Likewise, there was a positive correlation between the amount of income one earns and the quality of the dwelling unit in which one resides. Finally, the study gives a direction on priority areas of intervention such as the privatization of Kebele managed houses, encouraging private sectors to involve themselves in housing production to alleviate the problem of housing shortage, developing income generating activities and employment opportunities to improve the living conditions of the city’s population (the low income majority), introducing new housing finance strategies and appropriate technologies to encourage the low/middle income groups constructing their own accommodations and improving the distributions and extensions of housing related services and amenities.
