Abstract

The main purpose of the study was to investigate factors affecting the role ad responsibilities of KETB members in secondary school management in Hadiya zone of SNNPR. A descriptive survey method and in-depth interviews and focus group discussion were used in order to obtain pertinent information on the current state of the roles and responsibilities of KETB in secondary school management in the zone. Six woreda and fifteen secondary schools were included in the study using random sampling and purposive sampling techniques. The respondents of the study were KETB members and school principals that included 60 KETB members and 45 school principals. While random sampling was used to select for KETB members and purposive sampling was used including subject of school principals and vice principals. Interviews were conducted with WEO heads, experts as well as Zone Education Department head. Research data secured through questionnaire, interview and FGDs, analysis were analyzed using frequency, percentage mean values and the collected data of interview & FGD was analyzed qualitatively. The findings of the study revealed that in some of the schools KETB did not hold all the society groups, KETB did not used work guided manuals properly, the relationship between KETB and other stakeholder were low, and also they were lack of commitments and some attitudinal problems in school management. Finally, based on the findings and conclusions recommendations were made on awareness creation programs and empower the school board in school management issues, provide work guide document in the form of orientation and training before school board start working, establish variety way of communication to inform school progress. Furthermore, Hadiya zone/woreda education offices and secondary schools are responsible to give directives and make team sprit whenever short comings and gaps are observed they organize public relation to create school community links.
