Abstract

The purpose of this study is to investigate students' proficiency in and community attitude towards the medium of instruction in Burayu Primary Schools (BPS). To carry out this aim, 165 students' from Grade-5 & Grade-7 were participated from Four Primary Schools in BPS namely: ‘Burayu’ from Government School and ‘Burayu Keta’, ‘Tseratsion’ & ‘Wisdom Sidder’ from Private Schools. A total of 48 Teachers and 47 parents were also involved in the study. Questionnaires, Interview, Observation and Tests were used as data gathering instrument to evaluate students language proficiency skill and attitude of learners, teachers and the communities towards the language given in the curriculum in BPS. The researcher also employed both qualitative and quantitative methods for the analysis of the data. The data obtained through the questionnaire and Test analyzed quantitatively using Percentile while for interview and Observation analyzed qualitatively. As the result indicated, students in the private primary schools have weak proficiency in Afan Oromo and very few students in English, whereas students in the government school have weak proficiency skill in English and Amharic. (from the dictation test result Table: 4.5, 4.6 & 4.7) The study noted that the majority of students from the Private Primary School have poor attitude towards Afan Oromo but positive attitudes towards Amharic and English, rarely have positive attitude towards all the three (Amharic, Afan oromo and English) language. Whereas in the governmental school even though the majority have weak proficiency in Amharic and English they have positive attitude towards in all the three languages. (From questionnaires result: fromTable 4.9 – 4.16). Thus, the data gathered information indicated that in those languages related cases students usually drop out of PBS. On the other hand, the majority of teachers have positive attitude towards in all the three languages but some teachers especially from Private Primary School have poor attitude towards Afan oromo language. (from the Teachers Attitude questionnaires result Table:4:17). The study has also found out that some (parents) didn’t have awareness regarding “The Ethiopian constitution 1994, Article-5 which stated “All Ethiopian languages shall enjoy equal state of recognition” (cited in Dereb A :2006). So that it seems they have inferior attitude towards Afan Oromo language. On the basis of these results it was advisable for policy makers, curriculum designers, Government officials in Burayu to give due attention to the proficiency skill and attitude learners towards the language in education before making and implementing new educational policy considering the consequence like economic, psychological and Gender factors as the result of language related problems.
