Abstract

The main purpose of this study was to make an investigation on the management practices and problems of cluster primary schools resource center in Akaki Kality Sub-City of Addis Ababa. In order to realize this purpose, questions regarding the organization and management of cluster primary schools and resource centers, the extent of school community involvement in cluster primary schools resource center, the participation of cluster center supervisors, knowledge of teachers about cluster schools resource center as well as, the challenges of cluster schools resource center in the sub-city were raised as basic questions of the study. To select participants from 11 Woredas, first four Woredas which have Cluster primary schools resource center with more than one government primary schools under them were selected purposefully. This is done to gather information about sharing of resource between government schools. Next, five schools were selected by simple random sampling to give equal chance for all schools from sample woredas. In these sample schools, there are 290 teachers, 15 department heads and 5 principals. From these numbers, 87(30%) teachers and 15(42.85%) department heads were selected by simple random sampling. Finally, 5 primary school principals 3 cluster primary schools supervisors, 4 woreda education office heads and 3 sub-city education office process council members totally 117 participants were selected using simple random and purposive sampling techniques. The study utilized survey and case study methods then involves primary data sources. The research used questionnaire, interview, and focus group discussion pro tool to collect data and mixed approach analysis techniques of data interpretation. The data obtained through these instruments were analyzed both qualitatively and quantitatively. The analysis of the data revealed that even though all primary schools in the Sub-City were organized by cluster centers and supervisors are assigned for each resource center based on the guide line of Addis Ababa City Administration Education Bureau, participation of school community in the activities of cluster center is inadequate. Specially, the participation of teachers was not more than preparing questions for competition and model exam of grade 4th and 8th students. Additionally, the result shows, cluster center supervisors need to have extra man power other than them in the center, annual budget for cluster center activities, improvement in their salary scale, to get enough learning chance for the purpose of improving their academic status and continuous support from woreda and sub-city education offices. On the basis of the findings, it was concluded that all primary schools in AkakiKality sub-city were organized under cluster primary schools resource centers that are managed by a supervisor signed for each center. However, there is shortage of man power, material and budget. The participation of school community in center the cluster is not sufficient when compared with the guideline prepared by Addis Ababa City Administration Education Bureau. Finally, teachers get chance to participate actively in the cluster center, fulfilling basic materials to prepare teaching aids, cluster supervisors prepare a program at the end of semester and year to present their plan and report for satellite schools community, Woreda education offices ask budget for cluster centers and Cluster center supervisors, sub-city and Woreda education offices give orientation about cluster school program specially for newly assigned teachers were recommended for the successful attainment of the program.
