Abstract

The issue of ‘ethics’ in the public service, these days, has been gaining increased concern among the public, the media and politicians as the major means of mitigating c orruption. Corruption - ‘an abuse of public office for private gain’ - is the most serious ethical problem confronting gov ernments due to the wide - ranging effects it poses o n societies.In consequence, it is more than a decade since the Ethiopian government officially launched anti - corruption struggle by formulating and implementing preventive and curative strategies. Despite all the efforts, however, the prevalence of corrupt ion and unethical behaviors among employees and officials are common practice and deep - rooted challenges in the public sector. Therefore, the purpose of this study was to identify the major ethical chal lenges of the federal public service employees in Addis Ababa. To this effect, attempts were made to a nswer why ethical problems and corruption offences in the public sectors are still challenges in spite of the efforts implemented. Hence, a descriptive survey method was used for the study. Thus, 100 bus iness households dwelling in Addis Ababa were randomly selected from 15,000 members of the Ethiopian Chamber of Commerce and Sectoral Associa tion. Besides, 38 ethics officers were selected by purposive sampling method from 100 Federal Public Institutions f ound in the capital. Two experts were also selected by purposive sampling from the Federal ethics and Anti - corruption Commission for interview. The instru ments for data collection used were 28 Questionnaires with varied type and 6 Interview questions . The data were organi zed , coded ,tallied, and calculated by using descriptive stati stics such as mean and percentages using a computer program called Statistical Package for Social Sciences (SPSS version 20) ,and then analyzed and interpreted. The Qualitativ e data were analysed thematically in narration form. The result shows that poor law enforcement, low emphasis for ethics development, lack of legal protection for the whistle - blowers, impracticability of professional core ethical values, wrong perception from the public towards corruption, lack of transparency and accountability etc ., are the major contributing factors for the prevalence of ethical problems and corruption in the public service . In consequence, it is recommended for the effective and impartial law en forcement on citizens , independent public services from political or ethnic influences, reliable protection for the whistle - blowers, effective implementation of code of ethics , transparent and accountable working procedures, emphas is for developing the ethical integrity of citizens , studying the areas of conflict of interest of employees and officials for plug in the loopholes and increase d public involvement against corruption .
