Abstract

In almost all modalities and strategies of agricultural development, critical importance is attached to service Delivery. Agricultural service Delivery involves provision of a wide range of services, the main items of which are: Administrative, Credit, Veterinary, Supply, and C.I.E (consultancy, Information and Education)-commonly called extension Service and market services. Policies and programmes on Agricultural service delivery should be custom tailored and be based on better understanding of differences of farmer in terms of the dynamics of farmers Objectives , Constraints, Opportunities, and Decision-making behavior and also should consider difference in agro ecology and farming systems Benishangul- Gumez region a predominantly rural- agrarian region is known to be inhabited by two types of settlers, viz., the native and the ressetlers. These two communities living side-by side in the study Woreda demonstrate distinctly different socio-cultural behavour and also have different economic and agricultural practices. However the agricultural service Delivery in the Woreda is unimodal and generic both in its content and approach due to the conventional assumption of the “homogenous whole” notion. Therefore, there is a need to assess the consequence of neglecting the variations between the farming communities when administering a generic service delivery in the agricultural development endeavor of the region. This research project attempted to identify the essential differences between the two farming societies and identified determinates of production objective of farmers. It is also attempted to indicate the implication of providing a generic agi-service by neglecting the differences between the two farming communities. In order to get the information and data required to test the hypothesis of the research both quantitative and qualitative data of primary and secondary source were collected under cross- sectional survey method. With regard to the method of analysis statistical analysis as well as econometric method, particularly a logistic regression model, are used. The study indicated that settlement type as a variable of difference between the farmers is one of the factors that determine the production objective of the farmers. . It is also revealed that the probability that a particular farmer has surplus production objective is determined predominantly by level of his endowment in terms of land, labor supply and oxen possession the other vital finding of the study is that being a native farm household has higher probability to participate in the new extension programme.
