Abstract
INTRODUCTION: Nowadays, ICT is changing how health care is delivered and how health systems are run. In response to this, the Federal Ministry of Health, supported by its technical partners, is involved in a number of ICT projects and services. One of these projects is electronic medical record (EMR) which is computerized medical information system that collect, store and display patient information. Ethiopia has seen adoption of EMR through Smart Care system used in Zambia. Currently, only few hospitals have smart care electronic medical record and one of these hospitals is Hiwot Fana Specialized University Hospital in Harar. Smart care EMR in the Hospital was implemented in 2010 with the help of Tulane University. However, the implementation of smart care electronic medical record is very low and almost ceased in some of the departments including the laboratory department. OBJECTIVE: This project was implemented with the aim of looking improved smart care electronic medical record implementation in Hiwot Fana Specialized University Hospital Laboratory Department. METHOD: A Qualitative study was deployed using semi structured interview to collect data from the project participants. A total of sixteen laboratory professionals and three key informants were interviewed about the level of utilization of smart care EMR, the perceptions towards smart care EMR, the challenges associated with smart care EMR and the potential solutions to be advocated to improve the practice of smart care EMR. Data were transcribed and presented in narrative form. RESULTS: The finding of the project indicated that the perception of professionals on the EMR was good though they were not using it. Lack of enough training, negligence, interruption of power and network, lack of willingness from physicians, lack of monitoring and evaluation, lack of attention from the management were the big challenges indicated in the project. CONCLUSIONS AND RECOMMENDATIONS: It can be concluded that though perception of professionals on smart EMR was good, negligence and lack of attention from the concerned bodies remained a challenge. Therefore; sustainable training and awareness creation, coordination of stakeholders, monitoring and evaluation is recommended.
