Abstract

The study assessed some of the main problems that affect training in skill development centres (SDCs) in the Tigray Administrative Region. The sample consisted of 156 trainees, 156 graduates, and 75 teachers of the SDCs and six regional and zonal Labour and Social Affairs officials. Simple random sampling method was used to select the trainees and graduates and purposive sampling approach was employed in selecting the teachers and officials. In order to address the study’s objectives, a descriptive survey method was also used. To gather the necessary data, a questionnaire, unstructured interviews, and documents were the main instruments employed. The data accumulated from these documents were analysed in percentages. The results obtained from the study suggest that the SDCs are not supplied with qualified and skilled teachers and lack some machines and equipment according to the current education and training policy. Further more, findings reveal that the limited number of graduates from the centres do not find employment. Self-employment is not encouraged and its option appeared to be the last option in case that no wageemployment can be found. Besides, almost all of the SDCs were not fully utilized. Above all, no needs assessment was carried out before the start of the SDCs project. This could be the main cause of the problems facing the trainees during and after training. However, since there were very few vocational training centres in the region, the establishment of the SDCs have contributed to the start up of the 10+2 TVET programme. They are the only government training centres providing the 10+2 Technical and Vocational Education and Training (TVET) programme in the region. Based on the findings and conclusions, the following points were recommended to address the existing problems in the Regional State under study: Staff development in the SDCs should seriously be considered. Necessary facilities should also be fulfilled. Before providing training, needs assessment should be carried out and self-employment need encouragement.
