Abstract

The study was designed to survey the current status of organization and management of community skill training centers (CSTCs) in North Shoa Zone. Methods that descriptive survey that questionnaire, interviews, analysis document. It was also intended to draw conclusions and forward possible recommendations on the problem identified in order to contribute some in puts towards the improvement of service by the CSTCs through effective management practices. The study was conducted in 5 of the CSTCs have provided limited skills training programs during the last two years, in terms of diversity of courses and number of 114 target trained adult, 12 coordinators, 19 experts of PBIAE, 3 heads of WEO and 1 zonal expert PBIAE. It has been found out that the CSTCs and the zone and have been trying to solve few of the management problems, but that the findings obtained made clear that the CSTCs were poorly structured, that did not solve the diverse problems that existed in the CSTCs. In addition, the woreda has no different objectives from the one that were set in the 1970s. Which do not include issues that need to be addressed currently, Moreover, the study showed that there are various problems related to the organization and management process of the CSTCs? The conclusions drawn from the findings are the following. Skill training program provision, during the last two years, was limited in diversity of courses and number of trainees in their relevance. The CSTCs have no clear structure and appropriate management system that cannot facilitate meeting their objectives. The CSTCs have also inadequate institutional capacity to address the needs of their targets. The major problem in the CSTCs was diverse which are beyond the capacity and authority of the CSTCs and WOE. The measures taken by the CSTCs, and zone and woreda education office did not solve the problems significantly Thus, it is recommended that the zone and woreda was redefine the existing objectives of the CSTCs depending on existing realities, socio-economic trends and identified gaps. The CSTCs, need the enhanced the provision of skill training program and its relevance to the needs of adults and demands of market. The CSTCs and WEO has problems to better equip the CSTCs with additional basic facilities, materials, finance and trained man power. The North Shoa zone for WOE more or less should have to prioritize and develop appropriate and clear organization structure and management system.
