Abstract

Today‟s education system decision making processes are not as simple as before. As a result, relevant research findings are increasingly being recognized as an important input in the education policy and sub policy processes. But there is concern that research findings are not being utilized by education policy-makers to the extent that they could be in developing countries. Also, in Ethiopian context, there has been little research to establish the nature of this „gap‟ and little investigation including both experience of knowledge producers and users of policy-relevant research. Hence, the aim of the study was to assess research productivity, communication and utilization in policy making government offices. Applying descriptive research design philosophies, data was collected mainly using validated questionnaire, supplemented by interviews and documents, from160 educational researchers and 65 government office education expertise selected using probability and non probability sampling techniques. Simple descriptive and inferential statistics were employed to analyze quantitative data while qualitative information was organized thematically. Results revealed that scientific productions by education faculties were too limited in quantity and variety followed by passive communication channels. On government side, the communication effort with educational researchers to access policy relevant research were inadequate and education expertise prefer using contextual and experiential evidences rather than best available research evidence while drafting sub policy documents. Also, results showed that despite there is a recognition that research evidence can be used instrumentally, conceptually and symbolically by both researchers and education expertise, the actual integration of research evidence in developed sub policy documents during the study period were not traceable and visible enough and these was attributed to barriers that can be further be categorized researchers, education expertise/policy makers and mutual body related barriers. So it is learned that; on one hand government is supporting by annual budget what the economy allows and academicians are spending efforts and energies on research engagement, on the other hand there is lack of pull and push efforts or inadequate two way communication between knowledge producers and users and hence disconnectivity. Ideas to reconnect the disconnected and future research areas are well indicated including improving educational research towards a more useful, more influential and better funded enterprise.
