Abstract

The purpose of this study was to assess the practices and challenges of Outcome-Based Training (OBT) in selected Bale Zone TVET colleges: Robe TVET College, Batu Tarara TVET College, and Agarfa TVET College, in the sector of Industry Development and Economic Infrastructure. In view of this, the basic question of the study was formulated and descriptive survey method was employed to assess the current practice and overall challenges of Outcome-Based Training (OBT). The sample population included 24 management and administrative staff, 26 trainers and 150 trainees. Purposive sampling, Quota sampling and Random sampling techniques were respectively employed to select the respondents. The data collection instruments were questionnaires with open-ended and close-ended questions, semi-structured interview questions, document analysis, and observation. The data was analyzed using qualitative analysis and descriptive statistical method and statistical tools such as frequency, percentage and mean value were used. The study revealed regarding OBT practice: assessment of labor market demand was not adequate , the competences of trainers were low, the workshop material, tools and equipment were below the OBT standards, there was no adequate training to the predefined performances stated in occupational standard (OS) and preparation of training teaching and learning material were unsatisfactory. Regarding the challenges of OBT: Pre–training enrollment orientations were not available, OBT work stations were below the OBT standards, there was lack of on-jobtraining on difficult units of competences within an OS, the number and resource capacity of organizations that offer cooperative training is found to be unsatisfactory and placing competent graduates into various industries and organizing in MSEs were low. Therefore, the alternative solutions associated with challenges of OBT conducting labor market assessment frequently ,setting well equipped workshops and the Ministry of Education and the regional TVET bureau should give due attention on supplying and facilitating of teaching learning resources as well as provision of short term training to support OBT practices. Moreover, the colleges need to do in collaboration with industries to alleviate shortage of demonstration equipment’s and to enhance cooperative training.
