Abstract
Background: HIV/AIDS mainstreaming is the process of analyzing how HIV/AIDS impacts on sectors now and in to future, both internally and externally, to determine how sector should respond based on its comparative advantage. Though it is underpins the current approaches, to date research has not shown influencing factors on the process. Methods: A qualitative study in the education sector was conducted in Addis Ababa from January to February 2006 to explore factors influencing effective HIV mainstreaming. The data collection employs in-depth interview and FGD using discussion guide; review of documents, annual plans and reports of the education bureau; and observation of schools. Data analysis was done manually and using open code computer software. Result: The development of life skill manual and inculcation of HIV/AIDS into curriculum are some of the efforts against HIV/AIDS in education system. Lack of understanding on the concept of HIV mainstreaming, failure to develop and use resource at all level, poor involvement of stakeholders and inability to monitor the issue with in the system are factors that influences effective HIV mainstreaming. Conclusion:In the education system though efforts against the HIV/AIDS epidemic exist, HIV mainstreaming is not achieved to the fullest owing to poor conceptualization and applicability of the process.Recommendation: HAPCO should provide a clear guidance for effective HIV mainstreaming and then develop tracking mechanisms to recognize progress. Sector should take HIV/AIDS as a priority activity and ensure availability of resources.
