Abstract
The purpose of this study was to assess the practices and problems of school leadership in Secondary Schools of Arsi Zone .The study employed a descriptive survey design .The study was carried out in six secondary schools of Arsi zone. The schools were Selected using simple random sampling technique. The participants of the study were teachers selected using simple random sampling technique. And principals, vice principals, head of woreda education offices, secondary school supervisors and PTA coordinators were selected using purposive sampling technique. Semi structured interview was also utilized to substantiate the data gained through the questionnaires. Both primary and secondary sources were used. The primary sources of this study were principals, vice principals, teachers, head of woreda education offices, secondary school supervisors, PTA coordinators of the selected schools. On the other hand secondary sources were relevant documents of the schools in the study area. To gather the necessary data three types of data collection instruments namely questionnaire consisting of both closed and open ended items, semi-structured interview and document analysis were used Descriptive approach such as percentage and frequency were utilized to analyze the data .The qualitative data obtained through interview was analyzed. The results of the study reveals that school leaders involved in leading and managing the school without having prior qualification in school leader ship and trainings .Furthermore, the study reveals that lack of qualified and well trained school leaders, lack of training and experience sharing with the surrounding schools and inadequate communication skill of leaders hinder leadership activities. Concerning main function of school principals, separating leadership functions from one another is difficult to lead the school. As finding of this study proved principals gave more emphasis on supervision and evaluation of teachers; the other school functions were relatively ignored.The study concluded that principals are less effective in their leadership due to lack of experience and qualification in their professions. Finally, the point of the recommendation is providing opportunities of training for unqualified school leaderships to build their professional skills to alleviate /solve /the factors that hindered proper implementation of school leader ship practice.
