Abstract

Many institutions and organizations are facing a lot of challenges in budgeting, planning, managing, auditing and reporting their financial activities. Therefore, this study focuses on the short comings which attributes at financial activities at large. Thus, it particularly focuses on financial practice at Bole sub-city four (4) secondary schools. As a result, the researcher has used different data collecting instruments (open and closed ended questionnaires, interviews, and different financial documents) so as to investigate the manifested problems. The researcher had also employed qualitative and quantitative research methods during data organization and interpretation. To address this, the researcher had selected the participants (principals, finance officers, department heads, purchasers and some officers of economic development, educational planning and budgeting program) were selected through purposive sampling techniques; whereas co-curricular and PSTA leaders were selected by random sampling techniques. Consequently, the researcher has come across a major deep-rooted challenges-lack of skilled human power, with holding planning and budgeting, all the financial activities from the concerned bodies. Moreover, the study reviled as internal and external auditing were hardly carried out in the school under the investigation in light of procedures and guidelines of ministers of finance and economic development office. Based on the finding of the study, the researcher recommended that all the stakeholders should involve and participate actively in financial management system and also the finance and economic development office should audit the financial activities performed in accordance with the existing financial guidelines, regulations and principles of ministry of finance to minimize the stated problems.
