Abstract

This study attempted to fill-in the research gap observed in studies related to status of development sectors' offices (education, health and agriculture) in mainstreaming HIV/AIDS into their development strategies, programs and plans in SNNPRS. It was conducted taking the cases of Sidama, Kembata-Tembaro and Gamo-Gofa zones. To this end, the study assessed the status of development sectors in implementing internal and external HIV/AIDS mainstreaming at zonal level through survey and qualitative methods. The survey was undertaken on randomly selected staff of the three sectors' offices at each zone using self-filled questionnaires. The qualitative methods that were used at sectoral, group and individual levels include: focused group discussions, key informants interview, documents review and direct observation. In total, 86 staff from the three purposively selected study sectors were participated in survey, 12 interviews were conducted with key informants and 3 focus group discussions, each comprises of 6 members were involved in discussions. The findings of the study revealed that no attempts have been made to develop shared understanding and to avoid confusion and miss understanding about the meaning and practice of HIV/AIDS mainstreaming. In addition, leadership and high-level commitment was found to be inadequate and HIV/AIDS impact assessment hasn't been done. Furthermore, workplace HIV/AIDS rules and regulations have not been developed; sectoral strategies, programs and plans have not been analyzed in light of their risks to HIV/AIDS and opportunities to fight against the pandemic. The study investigated that the scope of HIV/AIDS mainstreaming in development sectors has reduced to include HIV/AIDS prevention and control activities without modifying and revising key strategies and programs in light of HIV/AIDS. In general, the study revealed that although development sectors have been involved in exercises of HIV/AIDS mainstreaming, they were not successful either in activities common to all sectors or specific to each sector. Thus, to effectively implement HIV/AIDS mainstreaming activities, it is essential that development sectors and their staff share a common understanding of what HIV/AIDS mainstreaming means and it is imperative to strengthen upper-level commitment and participation of senior management. There is also a clear need for sectors to conduct HIV/AIDS impact assessment and to systematically mainstream HIV/AIDS activities to sectoral strategies, programs and plans to ensure effectiveness. Moreover, the study suggested that development sectors need to develop work place HIV/AIDS policy and establish strong structure that facilitates HIV/AIDS mainstreaming.
