Abstract
Export diversification has often been claimed to be a key element of development strategies for developing countries including Ethiopia. This study aimed to examine trade policies towards export diversification that has been pursued by different regimes, identifying internal and external constraints, and opportunities to diversify Ethiopian exports. The study also analyzes the impact of export diversification on export growth over the period 1970/71-2003/04. The growth rate of exports (GREXP) is estimated by employing linear growth model and that the commodities are classified as traditional and non-traditional products. Exponential growth rate model, percentage ratio and Gini Hirschman index are used. The empirical result suggests that both the traditional (horizontal diversification) and non-traditional (vertical diversification) coefficients are positive and significantly affected the export growth. The annual growth rate of exports during the Imperial and the current government was 13.65 and 11.96 percent respectively. But export growth declined on average by 8.69 percent per annum in the period of the Dergue. The policy implication to be drawn based on the findings of this study is that to attain the objective of export diversification, policy makers should design balanced approach to promote both horizontal and vertical diversification policies. Special tax reduction and financialassistance should also be provided to promote non-traditional export items, in terms of lower land lease, interest rate and exchange rate.
