Abstract
Rapid population growth and poverty are the manifestations of more encompassing problems which confront the low income countries of the world-low productivity and inadequate material goods to satisfy the basic needs of the people, malnutrition and early death, and economic and political dependency relationships at many levels. This study focuses on the institutional dimensions of these problem from the perspective of the utilization. of labor in Uganda, a "typical" low income country in Africa. In doing so, it indicates the principal elements which must be included in a strategy to resolve the dilemma of rapid population growth and poverty.
