Abstract

Responsibilities in schools are given to teachers who are believed to be skilled and able to fulfill their obligations. Some teachers, whether qualified or unqualified, lack self confidence, esteem and leadership potential, hence low performance. In some instances, teachers hesitate to take up responsibilities in schools because of the feeling that they are not skilled enough to hold leadership roles. To eliminate such feelings and help to develop teachers, a school-based professional development scheme becomes a necessity. Such a scheme helps teachers to strengthen their belief of being professionals and feeling knowledgeable and confident in what they do in the classroom with learners. Clarifying reasons about classroom practices helps teachers to feel more confident and capable. This leads to informed decisions that help an individual teacher to decide what to do when and how it should be done.Some schools in England utilize Advanced Skills Teachers (ASTs) to develop their colleagues in order to raise their esteem, confidence and leadership potential. To gain information about how schools utilize ASTs, a case study of a secondary school in London was conducted. This involved an examination of CPD programmes with ASTs who implement training and development activities within the school. Interviews were conducted with ASTs, the CPD leader and heads of departments and the school‟s headteacher. Selected data were also arrived at from a national questionnaire survey which was sent to different schools investigating the role of ASTs.This research identified ways that ASTs use to empower teachers and leaders towards improved teaching and learning practices and to fulfill their different teaching and leadership roles within the school. It identifies a number of ways in which CPD and ASTs are fundamental in enhancing teaching and leadership skills. The research concludes with recommendations, the most important refer to coaching and mentoring, peer observation and involving teachers in action research. Finally, the dissertation relates the findings to the context of developing countries especially those in Africa.
