Abstract

The purpose of this study is to assess the current status of principals’ instructional leadership performance and to investigate some of the factors that affect its provision in secondary schools of Addis Ababa. Principal’s engagement in communicating school goal, managing curriculum and instruction, supervising instruction, monitoring student progress, and evaluating teaches were used as indicators to assess instructional leadership performance. The context in which instructional leadership is held such as, personal characteristics, organization characteristics and district/ zone administrative characteristics were treated as influencing factors. The study was conducted in 10 secondary schools selected from 5 sub cities by using a simple random sampling technique 30 school principals, 165 teachers, 5 sub cities education heads and 20 supervisors were used as the subjects of the study to obtain the necessary data. Questionnaire, FGD and interviews were the instruments used for data collection. The data gathered were interpreted and analyzed by using descriptive statistical techniques: such as frequency, percentage, mean value, standard deviation and t-value were used. The Findings of the study revealed that majority of principals were lack the required qualification and training in educational leadership. As a result they were incompetent in providing instructional leadership role effectively. On the other hand heavy work load and numerous reporting requirements affect the quality of instructional leadership. Another problem of principals in their leadership activity was lack of instructional materials and operative funds. Furthermore, principals failed to accomplish classroom visit, they conduct classroom visit only to evaluate the semester performance of teaches. The study indicated that principals’ collaboration and open communication in problem solving with teachers was not satisfactory. Based on the findings it was concluding that: majority of principals did not have the required qualification and experience in principal’s ship position. On the other hand there was unwise interference of sub city and WEO in the function of principals. In line the above finding and conclusion it was recommended that: Addis Ababa Education bureau in collaboration with sub city and WEO education office should define the instructional leadership roles of principals clearly in terms of the five dimensions, provide trainings in the area, revise and improve the selection and appointment criteria of leadership positions, reduce and improve the organizational and sub city/WEO factors debilitating instructional leadership role of the principals.
