Abstract

The purpose of this study was to assess the training materials management practice in selected public TVET Colleges of southern zone of Tigrai. To conduct this research descriptive survey method was employed. For the sake of convenience in generalizing and homogeneity three (3) from the four (4) TVET colleges that provide training in non-agricultural fields were purposefully selected for this study to make the study manageable. The target population used in the study consisted of 54 trainers, and 292 trainees, 3 deans, 9 process owners (3 Outcome based training process owners, 3Technology transfer and research process owners, and 3Finance and property procurement process owners). Questionnaires were the main data gathering instruments. While, semi-structured interview, document analysis, and observation checklist were employed to enrich the data gathered through questionnaires. Both the trainers and trainees were first selected on the basis of department and occupational area respectively by using stratified sampling .Then the sample population was taken from among these by employing simple random sampling method proportionately. Three TVET college deans were purposively selected; still purposive sampling was employed to select nine process owners and 9 store men in the colleges on the basis of their activities, responsibilities and related qualities were expected to give better responses for the interview. All in all, there were 367 respondents .Moreover; the collected data were analyzed by using percentage. Some of the major findings include: budget allocated by the government was insufficient. The colleges have scraps and obsolete training materials and are, not disposed, identified, classified and coded. Most of the store men are less qualified. From the findings it is concluded that the allocation of budget and efficient utilization and qualified store men of the training materials and other facilities was the problems of the colleges under study. Although, the colleges have insufficient budget allocation for purchasing training materials and are not equipped with all the necessary training materials and facilities, the scarce training materials were not efficiently and effectively utilized to the best of their capacities and training materials. Finally the researcher recommended the following: Firstly, the regional government has to continue to finance the public TVET Colleges adequately. Besides the colleges has to generate income through different mechanisms. Secondly, to utilize the colleges training materials efficiently, awareness raising work has to be done by deans to process owners, department heads and trainers. Thirdly, capacity building has to be given in short term training programs to the less qualified store men both at college and regional level , and the BPR document should be revised by the regional TVET Bureau towards the minimum educational background and qualification for those who shall serve store men. Finally, the regional TVETB has to work hard in conducting continuous and thorough supervision and auditing that provides timely responses to the respective colleges.
