Abstract
Adama- the commercial, industrial and tourist town of Oromia, is one of the fast growing towns suffering from the shortage of water as well as high water loss. Water demand is also annually increasing with growing population. As a result, the existing water supply cannot afford to meet water demand needs to all citizens in the town without any control policy for water loss in water supply management. Thus, the study sought managing the water loss to ensure the future town water supply sustainability. The general objective of the research is to investigate the water loss situation and its management aspects in the distribution System of Adama town for efficient Water Supply system Management. Surveys, Key informants interview, focus group discussion and personal observation were used to collect data. The sampling techniques employed were: purposive sampling, cluster sampling, simple random sampling and systematic sampling. Statistical analysis (descriptive and correlation) was employed and softwares such as GIS, AutoCAD and Global Mapper, and IWA/AWWA standard manuals were used. SPSS software was also used to analyze especially primary data. The findings of this study showed that water loss in Adama Town water supply is as high as 31% of total water supplied in the year 2009. The estimated water loss ratio dramatically increased from 14% to 31% in the past decade (1998-2009). This study found out that the awareness of community on water loss control and community’s willingness to pay for better water services is high. There is less mechanism for participation between the water supply enterprise and different stakeholders like private sector, road authority, telecommunication, town municipality, the public etc. Water loss control policy in town water supply management is also absent. The study considered this issue as urgent and prudent to formulate policies for reducing water loss in town water supply system. The study also found out that the network management, water service situations, institutional management, laws, regulations, financial management and water loss control practices are inefficient. Recommendations on better water loss management for Adama town are: · Priority should be given to water loss management instead of developing new water supply infrastructure as a response to high water demand. · Updating existing network data, measuring and evaluating water loss and water auditing · Use of prepaid card system and introduction of GIS/RS/ICT networking systems · Setting performance indicators of water loss, need for zoning and district metering areas · Proper maintenance and regular inspection of networks, establishing pressure management · Improving the organizational management through decentralizing, capacity building, privatizing · Improving the financial management through Improving billing system and meter readings, · Providing supportive environment for community involvement in water supply management. · Water loss ratio should be reduced to less than 10 % The implementation mechanisms would be based on: · guidelines that support water loss management and water balance adopted by IWA, · the Ethiopian water resources management policy Proclamation No 197/2000 · Actions comprising legal, institutional, technical, and socioeconomic aspects of water loss management
