The sample was formed by 150 students, 6 P.E teachers, 6 principals and 2 woreda educational supervisors making the total participants 164. Regarding sampling technique, students were selected from each sample schools by using systematic sampling technique. Physical education teachers were selected on the basses of availability of sampling technique. The results of the study showed that students disturbing the classroom, ignoring rules, lack of interest, dislike to the teachers; teachers were not interested to teach PE, not enforcing the rules at the beginning of the year. Hence it is recommended that depending on the result of the study, it should desirable to adjust rules and regulation for misbehavior students and misunderstood students in PE class. Teachers should enforce the rules, manage their class and plan their daily programs.
