The study enabled the management of Kenya Rural Roads Authority to understand the effects of e-procurement and purchasing efficiency and consequently seek ways alleviating the situation. It provided the background information to research organizations and scholars who needed to carry out further research in this area. The study used descriptive research design, which was the most applicable for the study, as the study focused on describing independent variables. This scientific method of investigation involved collection and analysis of data in-order to describe a phenomenon in its current condition or status. The target population in Kenya Rural Roads Authority was 175 employees. The researcher used a stratified random sampling method in the study because the population is heterogonous and the research would like to represent the entire population. The sample size of 50% was used in the research study. Data was collected through questionnaire and later analysed qualitatively and quantitatively where the findings was coded and analyzed using the statistical package for social sciences with representation of tables, charts and diagrams From the findings it indicated the effects of an adoption of e-procurement in parastatals in Kenya where it is necessary for the organization to analysis all the factors for effective implementation of e-procurement in the organization. The organization should introduce advance technology for it will enable faster implementation of the procurement procedures. Also the procurement process should be open and one that can be followed by all participants.
