Abstract

This study was conducted in secondary schools of Arada sub-city in Addis Ababa. The purpose of the study was to investigate the practice and challenges of principals in the management and utilization of financial and material resources. Descriptive survey method was employed to conduct the study. It was conducted in seven secondary schools. These schools were chosen at random. Then, purposive sampling technique of the non-random method was used to select sample respondents from the schools, SFEO, SEO and PTSA. The total sample size of the study was 55. Questionnaire, unstructured interview, and FGD were used to collect data. Pilot test was conducted before administering the questionnaire. The questionnaire was administered, and then interviews and FGD were held at different times. Both quantitative and qualitative methods of data analysis were employed. In line with the nature of the basic questions and the data collected frequency of response and percentage were employed to present and analyze data quantitatively. Besides data obtained from the open ended items, interviews and FGD were analyzed qualitatively. As a result, the study revealed that secondary school principals in the sub-city encounter multiple of challenges in the management and utilization of financial resources. The mode of financing education and the budget release process didn‟t allow principals to effectively and efficiently utilize the budget allocated to their schools. The study also revealed that secondary schools in the sub-city were not adequately equipped with material resources. Materials were not optimally utilized in the schools. Finally, based on the findings conclusions, recommendations were made on finance that is required for education purpose has to be available on time, and the SFEO has to approve and release the proposed budget on time. Furthermore, to equip schools with the necessary materials, sufficient budget should be allocated for purchasing of new materials and for maintenance.
