Abstract

Background: Health Information system is one of the important tools for the health sector which involves stakeholders situated at national, regional, district, service delivery and community levels. Web-based applications provide the power of desktop and server applications with the flexibility and accessibility of the web. Health-system-related obstacles to follow up treatment for tuberculosis include, dissatisfaction with long waiting times in health services, need for repeated visits, and delays in receiving the results of sputum smears. Objective: Project is aimed to design and develop web based Multi-Drug Resistance Tuberculosis Patients follow up information system in the case of St. Peter‘s referral hospital. Methodology: A phased development methodology of object- oriented approach was applied in this study. Interview and document analysis were used as the main tools to capture the business system requirement along with observation. Unified modeling language development techniques is applied in the process of requirements capture, model organization business system and design. Visio and Argo UML Software were employed in analysis and design models diagramming. The project was carried out after getting permission from the ethical clearance committee of Addis Ababa University, Medical Faculty through School of Public Health and Information science. Result: The investigator began to design and develops a web based TB patient follow up information system reviewing the current system of the health facility problems in data process, communication, procedures, people, software and hardware. The system was designed and developed by identifying the entire process and system boundary proposed in the use cases. The system is designed and develop with three tier architectures the system design and develop includes user interface, business logic and backend database design. The user interface has different interfaces such as patient registration, display diagnosis result, prescription, follow up, remind medication and report generate to facilitate user and system interactions. The proposed system was evaluated for its effectiveness and usability to support health service delivery Conclusion: Most of the problems identified with the paper based medical system at MDR-TB are typical of those problems faced in any paper based system. Therefore,Introduction of EMR would help to reduce problems associated with legibility, completeness, redundancy and other problems and foster good communication of patient data among the departments.
