Abstract
This study aimed at assessing the practice and problems of instructional leadership in government secondary schools of Arada Sub-city of Addis Ababa city administration. The research design was descriptive in nature and the quantitative method supported by qualitative approach. Data was generated via questionnaire, interview, and document analysis. Accordingly, data was collected from seventy-four randomly selected teachers, thirty school leaders on the basis of availability sampling techniques, and eighteen students on the basis of simple random sampling techniques. Furthermore, document analyses of the selected secondary schools were conducted. The findings of the study showed that secondary school leaders of the sub-city were not effective in goal setting and communication activities. In addition, the research has demonstrated that the overall supervision of instruction in the schools of the sub-city had problems in application and implementation. And also the study has clearly shown that the secondary school leaders of the sub-city had weakness in creating positive learning climate and culture. The study has confirmed that the school leaders of the sub-city were unable to discharge teacher’s professional development duties to the limit they are expected to do so.
