Abstract

The purpose of this study was to identify the practice and challenges of cluster supervisors in supporting implementation of SIP in government primary schools of west shoa zone and to indicate whether there are practice and challenges for supervisors roles in supporting SIP, competence of supervisors, techniques of supervisory activities process of class room observation, support of WEO and school for cluster supervisors, and challenges of supervisors in performing supervisory activities. The method employed for the study was the mixed research method which contains both the qualitative and quantitative research methods. The study was conducted in 19 primary schools in 6 woredas found in west shoa zone. The sampling technique employed was simple random sampling for cluster schools and purposive sampling for woreda. The subjects of the study were 216 teachers, 62 department heads, 19 cluster supervisors, 6 WEO supervisors and 6 WEO officers drawn from the sample cluster schools and woredas. Percentage was used for data analysis. The finding of the study revealed that cluster supervisor in west shoa zone were made to be involved in the difficult tasks of supervisor without training on SIP. According to the findings, supervisors lack knowledge and techniques to carry out supervisory roles and also teachers confirmed that, supervisory activities were constrained by the absence of competent cluster supervisors and lack of adequate budget in for supervisors in west shoa zone of primary schools. In general, the supervisor activity was not in a right way as intended. So, it was recommended in order to rise the knowledge level, human skill, technical skill and competence of supervisor on job and off job training have to be offered to them, especially on educational administration/ leadership/. Besides, the WEO and the other concerned body have to allocate sufficient budget for supervisor program to bring progress or improvement in teaching learning process and to achieve the desired supervisory activities.
