Abstract

This research is done to investigate purchasing and supplies management practices from the perspective of quality of education in technical and vocational education and training (TVET) programmes in selected polytechnique colleges in Ethiopia. Relevant data were collected using survey questionnaires, observation, and document review. Survey data were collected from 172 male and 110 female respondents in DebreMarkos Polytechnic College and Dejen TVET College of East Gojjam Zone, the Amhara Regional State in Ethiopia. Respondents from trainees and trainers were selected from a random sample. Due to their small sample size, all deans/vice deans, purchasers and store personnel were included in the survey. Analyses of the survey indicate that these colleges do not purchase the right quantity and quality of materials at the right time for the TVET program. Purchasing practices are ridden with various problems that include inappropriate purchasing guidelines, lack of participation of trainers and suppliers in the practice, lack of qualified and capable purchasers, lack of financial and facility resources. Once materials are purchased, store management is also problematic in that it does not follow appropriate store management principles. Materials are not easily accessible, and are not placed appropriately following proper safety procedures. Moreover, damaged materials occupy double the space occupied by functional ones. Thus, the purchasing and supplies management practices in these colleges should be renovated to avoid these problems with the goal of improving the quality of education and skills achieved by trainees in the program. Further investigations are necessary to ascertain whether or not such practices are limited to these two colleges only.
