Abstract

The purpose of the study was to assess preparation and implementation of annual education plan, in selected secondary schools of IluAbabora zone. To this effect, five basic question were raised regarding to integration of schools plan with regional and national educational goals, teachers engagement in planning, the practice of situational analysis at the school levels, The level of participation of different stakeholders in educational planning and problems encountered by secondary schools in preparation and implementation of educational plans. To address this basic study employed descriptive survey research design and survey questionnaire as its key method of collecting data that would assist to respond the research question. Interview and related documents review were also used as additional data collection tool. A total of 132 respondents (97 teachers, 21 principals, vice principals, supervisors and 14 PTA members) selected from seven secondary schools randomly take parts in the study. Descriptive statistics such as frequency, percentage, and mean score were widely used to analysis the data. Among other things, the findings of the study indicated that the integration of educational plan between and among school plan system not satisfactory to the attainment of regional and national educational goals, the majority of the teachers, committees and school principals did not have sufficient understanding about the preparation and implementation of educational plan under the study area, educational sector diagnosis for the formulation and utilization of educational indicators and statistics in the sampled schools was at low level. The involvement of all stakeholders in the formulation and implementation of school educational plan was poor collaboration between teachers, PTA, supervisors and woreda educational heads was not up to desired goals. Lack of trained man power, technological problems, political arrangement, economic circumstances and inadequate planning, low participation of parents were found to be the major impediments. On the basis of the finding and the conclusions it is recommended that there is a need to arrange continuous in-service training, workshop, and seminars so as to improve teacher‟s knowledge and skills in planning. It seems also advisable for the educational authorities at different level of educational sector to create the necessary awareness and conductive environment for the involvement of all the stakeholders in plan preparation and implementation. Woreda and upper parts of education sectors should also assist schools by allocating sufficient budget, resource, and qualified educational leaders who can take the initiative in the enhancing the practice of school level planning and implementation through the participation of key stakeholder
