Abstract

Green areas are playing a vital role in the quality of life of residents. Green area management has therefore emerged as on of the key municipalities. In light of this, this study is conducted with the objective of addressing the problems and constraints of Urban Green Area Management, and examining the management aspects of green areas and to assess the effects of urbanization in Kolfe Keranio Sub-City of Addis Ababa City Administration. The study used stratified sampling technique to select the household heads. The study conducted in two Kebeles of Kolfe Keranio Sub-City of the Addis Ababa City Administration shows that the practice of Green Areas management in the study area can be regarded as extremely poor. This largely owes to problems related with policy, institutional capabilities and structural issues among others. The City Administration does not have a policy framework that guides the practices of green areas management in the city. The institutions organized by the City Administration at the Sub-City and Kebele levels to work on activities related to green area management do not have clear picture about their mandates and mission, while at the same time suffering from financial and human resources to implement the limited tasks under their mandates. The communities living around are well aware of the fact that these places have been designated as green areas for the common use of the people living in the neighborhood. However, they argue that the green areas were not properly handled and that they are not aware of whose mandate and responsibility is to manage the areas. On the other hand, the designated green areas in the study area are heavily exposed to illegal settlements and construction of residential apartments and business holdings both by the government agencies and private companies. Even, the remaining green areas are currently used for other purposes than they supposed to serve. Developing an appropriate policy that provides general guidelines for the practice of green areas, designing strategies for the implementation of the policy and enhancing capacities of all stakeholders including the community will contribute to the improvement of green areas management in the study area in particular and the city in general
