Abstract
The evolution of decentralization was considered as a precondition for expanding access and equity of education in Ethiopia. The measures so far taken to devolve authority for education functions remained at regional and zonal levels. At institutional (school) level insignificant difference has been observed from the central system. Results from the present study of the evaluation of the impact of devolution policy on education access and equity are presented. Results show that the implementation of decentralization has not had the expected positive impact on equity in education, while it had negative impact on access to primary education. The provision of primary education in Ethiopia could be improved by strengthening financial and technical capacity at all levels of government. To expand access and improve equity of education in Ethiopia, strong monitoring and consistent and targeted financial support from the central government is needed.
