Abstract

The main purpose of this study was to assess the organizational performance of Selam technical and vocational education and training institution and to examine the extent to which the institution has improved the quality of training delivery. To realize this, the researcher has carried out a brief review of related literature to prior relevant work. The method of research used for this study was descriptive survey method. The instrument and procedures of data collection was questionnaire. The respondents or the subject and the source of the study comprised of management staff, academic and supported staff and students. For this study, from 223 (level I, II, III and IV students) 80 (35.5%) students were selected using stratified sampling technique based on the occupational title they learn which are categorized under similar sectors. From 87 academic and support staffs 30 (34.4%) staffs were selected using simple random sampling. And from 53 management staffs 23 (43.3%) were selected purposefully based on the occupational title they contain. The study objective includes establishing the quality and effectiveness of training, to determine the extent which the institution was able to attract and retain capable man power and determine the extent to which the institution was financially self-sustaining. The result from the survey indicated that the institution was riddled with poor staff retention, its training continue to be supply driven, hence the offering of poor quality training the institution is constrained by poor implementation of the operational plan, also the institution still has a long way to become financially self-sustainable by its own. Based on the findings, it was therefore, concluded that the institution have not improved quality of training. The study finally suggested number of recommendations to help to improve technical education and vocational education delivery in the institution such as, improvements in the conditions of service for staff, in particular provision of a living wage and housing,it should also get involved in the training of its staff and devise system to ensure they are retained upon completion of its training,the institution should as priority endeavor to create a conductive and enabling environment to enhance the standards of training and learning,it also must develop relevant flexible and innovative curricula, the institution should develop its own internal effective monitoring tools to assess its operations as opposed to relying on TVET inspections finally the institution should have to develop a system to become financially self-sustainable by its own.
